Government's main and serious problem is the l...... Government's main and serious problem is the lack of authority over the Civil Service, which is under the governor's direction only. That too is a constitutional issue which cannot be change without ratification. Until this be corrected or when Mr. Reid decided to strike; there will always be such fraud, mal-administration and the highest level of incompetence especially from that department - It’s its legacy. <BR/><BR/>And lawyers are not the answer... they too are willful if not corrupted. Too long they have saddled injustice while unjustly enriched their packets. We are in dire need of outside professionalism is not a saviour. <BR/><BR/>I am sure that Mr. Reid is aware that his tenancy was/is a cautious and serious conventional test… and that his actions and/or omissions will reflect future decisions and/or directions. The system is broken. There is no justificatoin for keeping the two positions of Registrar of Lands and Chief Surveyor joined. It may have been a good idea thirty years ago. Then the island's public service could not stand the weight of having two separate positions. Look where that has got us. We can no longer afford the luxury, or the cheapness, whichever you prefer.<BR/><BR/>It is time that the Chief Minister realised that unless a lawyer is put in charge of the Land REgistry, he and his administration is going to take a lot of stick. He has to act quickly to ward off any accusation of permitting the nonsence to continue. <BR/><BR/>Any lawyer put in charge of the Registry will take years, decades, trying to sort out the mess that has been made of land titles.
